STATEMENT OF WORK

Background:

Communications Branch is now reporting to the Deputy Minister since October 2016 to better respond and deliver on the Department’s mandate and priorities. The workload, business drivers, priorities and pace continue to increase and has now been propelled to an even higher level by the current government’s agenda, placing communications at the heart of how it operates and engages with citizens. All departments are challenged to do even better, by being more open, offering media opportunities, leveraging the intelligence and technologies at our disposal to target audiences and be open to listening to Canadians on how to shape departmental policies, programs and services.

The Branch is prioritizing proactive communications with an emphasis on public outreach and adjusting operations to better serve the department’s senior management and Minister’s Office. The funding requested will assist in the pursuit of some key departmental priorities such as the ongoing review of Office for small and medium enterprises (OSMI), Built in Canada Program (BCIP) and other emerging priorities which all require extensive communications support.

Objective:

The objective is to provide additional communications support in order to cover gaps between staffing initiatives.

The temp help staff would provide strategic communications support to Departmental and Oversight Branch (DOB), Real Property Branch (RPB), Parliamentary Precinct Branch (PPB) and Acquisition Branch (AB).

Tasks Senior Resource:

Developing a variety of communications products such as speaking notes, speeches, briefing material, backgrounders, media lines, media strategies, news releases, communications plans or strategies as well as articles or Web content.

Developing and implementing communications strategies, plans and projects. Providing strategic and operational communications advice to senior managers at the Director level and above on a range of complex issues. Assisting in the planning and implementation of strategic communication plans.

Developing and editing the content and style of the Internet and Intranet sites.

Preparing and delivering educational and publicity programs.

Editing content of brochures, speeches, reports, presentations, press releases, Internet and Intranet sites, etc. for accuracy, consistency, etc.

Meetings with clients, colleagues and senior management at the director level.

Tasks Intermediate Resources:

Performing research required to draft content for various communication vehicles.

Drafting content for internal and external audiences including brochures, speeches, reports, presentations, press releases, Internet and Intranet sites, etc.

Assisting in the maintenance of Internet and Intranet page content.

Arranging interviews. Meetings with clients, colleagues and senior management at the director level.

Providing strategic and operational communications advice to senior managers at the Director level and above on a range of complex issues.

Developing a variety of communications products such as speaking notes, speeches, briefing material, backgrounders, media lines, media strategies, news releases, communications plans or strategies as well as articles or Web content.

Developing and implementing communications strategies, plans and projects.

Language Requirements :

1 Senior and 3 Intermediates must be bilingual

2 Intermediate English
